Mate, I am not really sure about it. I guess normally there are a lot of Asian Books that does not allow certain location...moneybookers will always open to deposit and withdrawal if you have funds with them but that would be depend on your current location. There are countries that has legislation control.

It is because in 12BET they do not allow, if you are from SG or if you place a deposit even in USD and you are in SG.

Bro, I think MB will not allow you to process the transaction if it is to a betting/gambling site as it is prohibited in SG.
