DJ MARKET TALK: Singapore's STI May Stall; 3000-3040 Likely 

0055 GMT [Dow Jones] Singapore's STI may remain in a holding pattern, with a downward bias, as players await key events, including Thursday's ECB meeting outcome, and amid a lack of cues from the U.S. after Monday's holiday. Concerns that major stimulus efforts from China may be delayed might also weigh on sentiment after a People's Daily editorial urged authorities to save much of their pro-growth ammunition. Traders may also be concerned the summer rally could be all played out. John Higgins, senior markets economist at Capital Economics, expects any share-price boosts from potential QE3 later this month will be less significant than previous efforts. "The valuation of many risky assets appears less attractive now than at the outset of QE1 and QE2. And we think the euro-zone crisis is likely to flare up again soon," he says in a note. The STI ended Monday down 0.3% at 3017.22; 3000 remains support, while 3040 offers resistance. TEE (M1Z.SG), KSH (ER0.SG) and Heeton (5DP.SG) entered a JV to redevelop existing Geylang properties. NOL's (N03.SG) APL unit said it and alliance partners would suspend some Asia-Europe services. Nam Cheong (N4E.SG) landed sale contracts for two accommodation work barges valued at US$59 million.

SUMMARY

1. According to Wall Street Almanac, the Dow has,

over the last 100 years, averaged a 0.87% decline in

September, the worst of the 12 months. However,

given August ’12’s performance (+10% from the June

low), and it not being a traditionally good month, and

possible pleasant surprises on the euro front, the

summer rally in the western hemisphere could well

continue, and spill over to Asia.

2. KEPPEL CORP ($11.19, down 20¢): A consortium

of which Kep C’s subsidiary Keppel Seghers is a

member, has secured a S$124 mln contract for a wasteto-

energy combined heat and power project in Poland.

TEXTILE SECTOR

 Bloomberg reported that key cotton warehouses

around the world (from China , Australia, Brazil and

India) are bulging with the biggest ever glut and prices

which have already plunged by 65% from last year’s

peak of US$2.197/pound is not expected to bottomout

till next year.

 On a year to date basis, cotton fell 16%, second worse

performer after coffee’s 27% drop.

 China’s largest cotton producer Weiqiao Textile

expects demand to drop by 11% this year, even worse

than 2008/2009’s 8% decline due to weak demand

conditions locally as well as from exports.

 Cotton farmers will be switching to planting other

more lucrative crops such as corn and soya beans but

it will take a year for switch to happen and in the

meantime, cotton-substitutes such as polyester and

nylon producers such as Li Heng Chemical Fibre

(14.3 cents, up 0.3 cents), China Taisan (4 cents,

unchanged), China Fibretech (2.4 cents, unchanged)

will continue to be negatively impacted by the sector’s

weak near term fundamentals.

 We would continue to avoid the sector.

KEPPEL Seghers Belgium NV, a wholly- owned subsidiary of

Keppel Integrated Engineering Ltd (KIE), is part of a 3-party

consortium that is awarded a contract worth about

USD90mil for a waste-to-energy combined heat-and-power

project in Bialystok, Poland. Keppel Seghers will do 49.6%

(by project value) of the work scope and supply its

proprietary waste-to-energy (WTE) technology to the facility.

The remaining work scope will be undertaken by the

consortium partners.

China Minzhong forms a risk management committee with

effect from Sept 1. The committee will be involved in

determining the levels of risk tolerance, risk policies, and

oversight of China Minzhong's risk management framework

and policies. The committee will also review the adequacy

and effectiveness of its risk management and internal

control systems and any risks that could impact the group.

SATS Investments, a wholly owned subsidiary of SATS, has

incorporated a 30% owned associated company, Mumtaz

Food Solutions Limited, in Saudi Arabia. The remaining 70%

is owned by Nozli Company Limited. Mumtaz Food

Solutions is set up to provide pilgrimage catering services for

Umrah and Hajj. The establishment of Mumtaz Food

Solutions Limited is not expected to have any material

impact on the NTA per share and consolidated EPS of SATS

for the current financial year.

Chip Eng Seng clinches a SGD210mil contract from HDB. The

contract involves the construction of 5 residential building

blocks with 1,232 units in total and other community facilities.

The group's outstanding order book has risen to SGD711mil.

The contract is not expected to have any impact on the NTA &

EPS of the group for the current FY.
