DJ MARKET TALK: Singapore's STI May Rise; 3000 Resistance Eyed 

0039 GMT [Dow Jones] Singapore's STI may head north to rechallenge 3000 as regional markets already trading are mostly modestly higher. "It will track the overseas market movement," says Jonathan Ng, deputy head of research at CIMB. "There's really no major news locally to boost the market." People familiar with the matter told Dow Jones the ECB will weigh a plan to purchase government bonds with maturities up to around three years. But Ng isn't enthusiastic about the move; "I don't think that really helps that much." The STI ended Wednesday down 0.5% at 2995.90. Initial support is likely at 2980, while efforts to cross over the 3000 barrier will be closely watched. Among stocks likely in focus, F&N (F99.SG) called a shareholders meeting for Sept. 28 to vote on Heineken's (HEIA.AE) bid for its APB (A46.SG) holding. CapitaMalls Asia (JS8.SG) plans to buy a new shopping mall in Wuhan, China, for CNY1.16 billion, its third in the city. Golden Agri (E5H.SG) requested a trading halt pending an announcement.

WSJ(9/6) Singapore Bets On Casino Revenues

SINGAPORE -- Two years ago, Singapore launched its first casinos in a bold bet that it could bolster its economy without attracting social ills, such as organized crime and gambling addiction, that have plagued other casino capitals.
Today, its two new casinos -- Las Vegas Sands Corp.'s Marina Bay Sands and Genting Singapore PLC's Resorts World Sentosa -- are financial winners, generating about US$6 billion in gross gambling revenue in 2011. But the social experiment has yielded mixed results, pressuring authorities to do more to contain gambling ills even as the global slowdown and rising competition threaten growth in the country's fledgling casino industry.
The feared rise in organized crime never materialized, and gambling overall in the city-state has actually declined. But government leaders are concerned about surveys that indicate more low-income residents are betting larger sums and frequent gamblers are playing more often, while more people are seeking counseling for gambling troubles.
In response, the government is upping the ante. Authorities recently expanded a program that prohibits locals who are bankrupt or reliant on government aid from going into casinos. In July, the government proposed increasing disciplinary penalties for casino operators that don't follow Singapore's casino-control laws, which include taxing locals S$100 (US$80) a day or S$2,000 annually to enter the casinos and tough limits on gamblers' ability to get credit. More steps are in the works.
Singapore already had some of the strictest casino rules in Asia, with restrictions that prohibit casino advertising targeting locals and limits on the presence of junket operators -- middlemen who bring high-spending gamblers to the tables, issue credit and collect on debts in exchange for commissions. They are the linchpin of the world's largest gambling hub by revenue, Macau, but they have largely been blocked from operating in Singapore so far.
The results of Singapore's experiment are being watched closely. Lawmakers in Japan, backed by gambling interests like U.S. billionaire Sheldon Adelson's Las Vegas Sands, have stepped up calls for casino legalization to help revitalize the economy. Taiwan and Mongolia have flirted with the idea, as have U.S. markets like Miami.
It still isn't clear how well policies like the ones enforced in Singapore work -- or whether they can be sustained in the long run, especially as casino revenue growth slows and other countries launch competitors.
"Singapore's regulatory approach is a good approach in principle [but] the evidence would indicate that these policies have actually had a relatively minor impact," said Robert Williams, a professor at Canada's University of Lethbridge and researcher at the Alberta Gambling Research Institute. Others disagree, saying the rules have helped to prevent trouble.
The data are somewhat inconclusive. The casinos say visits by citizens and permanent residents -- estimated to account for about 20% to 30% of all visitors -- declined in 2011 from the previous year. The overall gambling rate among locals age 18 and above fell to 47% in 2011 from 54% in 2008, according to a survey published by the National Council on Problem Gambling in February.
The crime rate in Singapore fell 5.3% last year from 2010 to a 20-year low, while casino-related crime -- mainly cases of theft, cheating and counterfeiting -- has remained stable at less than 2% of total crime in 2010 and 2011, according to police data.
But more low-income players are betting large sums while frequent gamblers are playing more often, the latest NCPG survey found. "We note from [the NCPG survey] that problem gambling issues in Singapore are largely contained," Singapore's Ministry of Community Development, Youth and Sports said. "However, we prefer to be proactive" in tackling gambling-related social problems.
Singapore's move to tighten casino regulations hasn't met much resistance from casino operators so far. Las Vegas Sands' Mr. Adelson said in July that his company doesn't expect the tighter rules to significantly hurt its business. "We don't have a problem if [Singapore] wants to put a limitation on either visitation or the exclusion of very poor people," he told analysts in an earnings call. "We don't see the future coming out of poor, unfortunate, very vulnerable people."
But underscoring the pressures casinos may feel to open their doors to more gamblers, both Marina Bay Sands and Genting Singapore reported weaker second-quarter earnings, citing declines in business volumes.
For Singapore, the longer-term question is whether future governments will be tempted to ease controls if growth in casino revenue plateaus.
A battleground could be junket operators -- the most potent potential growth booster, as Singapore is legally bound to not add new casinos until 2017. While experts say Singapore doesn't intend to let junkets dominate its gambling scene, some analysts say authorities may be compelled to license more of them if revenues wilt.

The next 6 days could make or break markets
Commentary: Time to make money — or lose it

NEW YORK (MarketWatch) — It’s time to put down the margarita, climb out of
the hammock, and perk up.
If ever there were a week to end the sleepy calm of an uneventful summer in
world markets, it is the one that’s about to hit us. The next six trading
days are full of what traders call “event risk,” or what we journalists
call “news.” That could break currencies and other markets out of their
narrow trading ranges. It will be a week to make money — or to lose it.
Here’s what’s on tap:
     Thursday, Sept. 6: Mario Draghi’s press conference. The president of
     the European Central Bank will be locked in a room with a hundred or
     so journalists, each eager to extract details on his plan for the ECB
     to buy the bonds of troubled European sovereign nations such as Italy
     and Spain. And in the meeting of the central bank’s governing council
     that precedes this media event, the ECB’s decision makers might
     actually vote on the initiative. Over the past month, European bond
     markets have rallied--along with the euro and various risk-sensitive
     assets--as Mr. Draghi has dropped hints about the plan. But although
     on Monday he told European lawmakers that the ECB already has the
     authority to buy bonds of up to three years duration, the plan
     doesn’t enjoy unanimous support within or outside the central bank.
     Jens Weidmann, the president of the powerful Deutsche Bundesbank, is
     almost openly hostile to it and a German constitutional court ruling
     next week (see below) could derail the program. The slightest sign
     that these obstacles have stalled the bond-buying plan, and the euro
     could lead a lot of “risky” currencies into a nosedive.
     Friday, Sept. 7: U.S. nonfarm payrolls report. This seminal piece of
     data will be the last piece of the economic jigsaw before the Federal
     Reserve Open Market Committee decides on whether to deliver more
     monetary stimulus. The apparent lack of a consensus on the FOMC (see
     below) makes for an even more important jobs report than normal.
     After employers added a surprisingly large 163,000 new jobs in July,
     the market is looking for an August readout of 125,000. Anything
     higher and the dollar could rally sharply against most of its
     counterparts as traders would downgrade expectations for Fed action
     next week.
     Wednesday, Sept. 12: German constitutional court ruling. On what will
     be a nerve-wracking day for euro traders, the highest court in the
     euro zone’s most important creditor country is due to rule on the
     constitutionality of the zone’s two bailout vehicles, the temporary
     European Financial Stability Facility and the permanent European
     Stability Mechanism. If the constitutional court were to render the
     EFSF/ESM illegal, it would introduce chaos into the central
     infrastructure around which the monetary union’s 17 member nations
     have built their debt crisis resolution strategy. Even if the court
     granted approval but conditioned it on the German parliament
     overseeing the funds’ activities, this could add unwanted uncertainty
     to the process. Mr. Draghi’s plans to buy Italian and Spanish bonds
     would suffer, because he insists that countries must first seek
     financing through these bodies before the ECB buys their bonds.
     Wednesday, Sept. 12: Dutch elections. A victory for the Dutch
     Socialist Party, which was until recently leading the polls, would
     upend a German-led coalition of euro-zone countries that favor fiscal
     austerity as a solution to the region’s troubles. It would add more
     political uncertainty to the euro crisis.
     Wednesday, Sept. 12: European bank regulations proposal. On this
     jam-packed day, the European Commission will release its proposal for
     bank regulatory reform in which it is expected to push for sweeping
     oversight of euro-zone banks by the ECB. The problem again is
     Germany, which wants to retain oversight of its small lenders. Yet
     another source of intra-euro-zone tension.
     Thursday, Sept. 13: FOMC’s two-day meeting concludes. Will the Fed
     launch a third round of “quantitative easing” or not? Fed Chairman
     Ben Bernanke suggested last week that he would back another round of
     “QE” bond-buying. But other committee members, including potential
     swing voter Atlanta Fed President Dennis Lockhart, seem lukewarm to
     the idea. There could be a disappointment selloff in both stocks and
     risky currencies if the Fed holds pat, but there’s also
Stay alert. This could be an interesting week.

United Envirotech Limited (UEL) has just signed a new agreement for a 30-year 20k m3/day BOT industrial waste-water project in Xintai City,          
Shandong, for S$20m, with construction to start immediately and complete within 15 months. We also got an update on the upgrading works of three    
industrial waste-water plants in Changyi City, Shandong, where UEL expects the works to complete by end-2012; existing tariffs to also improve once  
higher discharge standard is reached. In light of the latest contract win and potentially more contract wins in the pipeline (we estimate that UEL  
has the financial capacity to finance up to S$245m worth of projects), we are bumping up our FY13 revenue forecast by 13% and earnings by 27%.

According to newswires and shipbrokers, Yangzijiang Shipbuilding (YZJ) has secured an order for the construction of four 82,000DWT bulk carriers    
from Hong Kong-based Everbright Metal. At a price tag of US$26m/unit, these vessel orders are close to newbuild prices in Aug published by RS        
Platou. We estimate that YZJ has secured new orders worth about US$400m YTD, underscoring a slow year in terms of order flow. In our view, the      
greatly reduced new order flow for traditional vessels that Chinese yards have been reliant on will only accelerate the transformation of the
