DJ MARKET TALK: Singapore's STI May Fall; 3000 Likely Tested - OCBC

0041 GMT [Dow Jones] Singapore's STI may stumble, tracking regional markets' declines amid key event risks this week, including the FOMC meeting and the German court ruling on the eurozone bailout. But volume may be lackluster. "They're all waiting. Everybody is waiting for some signs that more bailout is on the way. We've been saying this may not be a good thing. The market could still be poised for disappointment, even if the bailout does come, if the size doesn't meet market expectations," says Carey Wong, an analyst at OCBC. "While (the Fed is) more accommodative to a QE3, the quantum may not be there because they've seen what happened with QE one and two. They stoked inflation without much (boost) to the economy." He adds, "the market looks a bit fragile above 3000. It looks likely to be tested. The market definitely is looking a bit cautious." The STI ended Monday down 0.1% at 3008.72. Thai Beverage (Y92.SG) said it and a third party are exploring an offer for Fraser & Neave (F99.SG), possibly complicating Heineken's (HEIA.AE) bid for F&N's APB (A46.SG) holdings. Cosco Corp. (F83.SG) landed a more than US$200 million contract for an accommodation rig.

Sunny Side Up: Singapore Property: It Is High Time | Midas Holdings: Rail
optimism is back; Upgrade to Buy TP SGD0.48

Singapore Property : It Is High Time
Ø  We believe 2013 may turn out to be a better year for high-end
developers. While demand is unlikely to reach the heights of pre-GFC
days, we think buying interest is likely to return as Singapore remains a
 very attractive investment location.
Ø  There has been some overhang stemming from developers’ ability to
comply with the Residential Property Act. However, our analysis shows
that the penalties for non-compliance are still quite manageable.
Ø  We see room for high-end developers to re-rate, on the back of
expectations for more quantitative easing and renewed buying interest. We
raise our target prices for Wing Tai and Ho Bee to SGD2.10 (maintain BUY)
and SGD1.79 (upgrade from HOLD to BUY) respectively, ascribing a narrower
 40% RNAV discount.

Midas Holdings: Rail optimism is back; Upgrade to Buy TP SGD0.48
 MIDAS SP | Mkt Cap USD393.7m | ADTV USD3.6m
Ø  We believe the PRC government’s recent fiscal stimulus announcement,
which includes RMB 700b for rail projects, is a very positive development
for Midas, and will benefit orderflow going forward.
Ø  In our opinion, this move signifies 1) The PRC government is open to
more fiscal stimulus options 2) Improving rail transport is still one of
 the more viable investment considerations
Ø  The probability of high-speed train contracts (which will be most
significant for orderbook) resuming earlier than expected has now
increased. Given these circumstances, we believe Midas should re-rate at
least to its book value of SGD48 cents/ share, for 20% upside. Upgrade to
 BUY from HOLD.

NEW YORK (CNNMoney) -- U.S. stocks ended lower Monday, as investors remain
cautious ahead of a key decision out of Europe and the Federal Reserve's
latest policy meeting.

The Dow Jones industrial average fell 0.4%, the S&P 500 slid 0.6% and the
Nasdaq declined 1%.

Intel (INTC, Fortune 500) was the worst performer on the Dow, after the
world's largest chipmaker said last week that third-quarter sales will be
weaker than expected. But the blue chip index was supported by gains in
shares of Hewlett Packard (HPQ, Fortune 500).

Investors were sidelined ahead of the Federal Reserve, which could announce
new stimulus measures when it wraps up its two-day meeting on Thursday.

Friday's weak jobs report prompted further speculation that the central
bank will move forward with a third round of quantitative easing, a
possibility Fed chairman Ben Bernanke alluded to in a speech last month.

But investors were more circumspect Monday about whether the Fed will act
this week, or hold off until later in the year, said Todd Salamone, senior
vice president of research at Schaffer's Investment Research.

"Some are expecting QE3 to happen, but they're unsure of the timing," he
said.

Meanwhile, investors will be keeping tabs on Europe, as theGerman
Constitutional Court is expected to hand down a ruling Wednesday that could
impact the European Central Bank's plans to preserve the euro.

The European Central Bank announced its own bond-buying program last week,
aimed at keeping the continent's debt crisis at bay.

Investors are also awaiting details on the European Union's proposal to
create a new banking authority, general elections in The Netherlands and a
meeting of euro area finance ministers later this week.

"The market is digesting last week's gains with a multitude of events ahead
of us," said Art Hogan, a managing director at Lazard Capital Markets.

U.S. stocks closed out their best week since June last week.

Fear & Greed Index

World Markets: European stocks ended mixed. Britain's FTSE 100 and the DAX
in Germany both ended little changed, while France'sCAC 40 fell 0.4%.

Asian markets closed mixed Monday. The Shanghai Composite added 0.3%, the
Hang Seng in Hong Kong rose 0.1%, and Japan's Nikkei was slightly lower.

Chinese imports fell 2.6% in August while exports grew less than expected
in the latest sign of weakness in the world's second-largest economy.

Companies: Shares of fashion label Michael Kors (KORS) dipped 4.3% on news
that the company plans for a secondary offering.

Later this week, Apple (AAPL, Fortune 500) is expected to unveil details
about the iPhone 5. (Related: 3 big features iPhone is missing)

LeapFrog (LF), which makes "technology-based" toys, including tablet-like
devices, was under pressure after Toys R Us unveiled a new tablet computer
for children.

Shares of Sprint (S, Fortune 500) rose 2.5% after analysts at Nomura
Securities upgraded the stock to "Buy," saying the valuation remains
compelling.

Currencies and commodities: The dollar gained strength against the euro,
the British pound and the Japanese yen.

Oil for October delivery fell 12 cents to settle at $96.54 a barrel.

Gold futures for December delivery fell $8.70 to end at $1,731.80 an ounce.

Bonds: The price on the benchmark 10-year U.S. Treasury fell, pushing the
yield up to 1.68% from 1.67% late Friday. (Embedded image moved to file:

We expect gross margins from this project to be around

10% target margins for offshore projects. Chinese yards,

plagued by a dry spell for shipbuilding orders, are turning

towards the offshore sector to keep their yards utilized.

With this project, total YTD order win is US$1.45b, on track

to meet our assumed order wins of US$2b. The group

remains under pressure to top its gross order book of

US$6.1b, given persistent weak outlook in the shipbuilding

industry. Maintain Fully Valued and TP of S$0.88.

Global Logistic Properties has signed a strategic partnership

agreement with Haier Group, the world’s leading home

appliances solutions provider, to develop a state-of-the-art

logistics network for the distribution of household

appliances across China. The partnership will combine GLP’s

leading national platform and solutions with Haier’s strong

market presence. The result will be an expanded customer

base for GLP within the home appliance distribution

industry and further supply chain optimization for Haier.

Vashion Group is placing 900m new shares at an issue price

of S$0.01 per Placement Share for a consideration of

S$4.5m. The issue price represents a premium of 100% to

the volume weighted average price of S$0.005. The

estimated net proceeds of approximately S$8.95m will be

mainly used for business expansion, through acquisitions

and/or investments in new companies and/or capital

expenditure.

US markets: Negative

Dow futures: -3 (as at 8am Singapore Time)

US Wrap: The major U.S. equity indices finished lower Monday as

disappointing economic data from both at home and China prompted a mild

bout of profit-taking ahead of the Federal Reserve's policy meeting later this

week. The Dow Jones Industrial Average lost more than 52 points, or 0.39%,

to close at 13,254. Notable stock movements include Intel which gave back

3.9%, extending Friday's losses after the world's biggest semiconductor

company lowered its financial outlook, citing challenging macroeconomic

conditions. The S&P 500 fell 9 points, or 0.61%, to settle at 1429. The

Nasdaq was off more than 32 points, or 1.03%, at 3104. October crude oil

futures fell 12 cents to settle at $96.54 a barrel and December gold futures

settled down $8.70 at $1,731.80 an ounce.

The Day Ahead…

Scoop of the Day: In response to media articles that Thai Bev is seeking

debt funding to mount a takeover of F&N, the former put out an

announcement this morning that: 1) It is seeking re-financing proposals for its

S$2.8b bridging loan taken earlier to finance its acquisition of F&N shares

and that it is not seeking funding for a potential general offer for F&N; 2) It is

exploring the possibility of making an offer for F&N with a party acting in

concert. Thai Bev has to date spent S$3.6b to build up a 29% stake in F&N

and the reminder could cost an additional S$9b, using the $8.88/F&N share

that it purchased from OCBC/GE as a reference. Given Thai Bev’s S$3b

equity base, we believe it would be stretched financially to make a sole bid

for F&N, hence the potential joint offer with another party. A key reason to

secure control over F&N at this stage would be to block F&N’s stake of its

39.7% stake in APB to Heineken. In many ways, F&N offers a solid regional

platform for Thai Bev to accelerate its regionalisation strategy in both

brewery and non-brewery businesses. Besides market leading positions in

soft drinks and dairies in Singapore, Malaysia and Thailand, F&N also has

distribution reach in emerging markets such as Vietnam and Myanmar

through its stake in Vinamilk and Myanmar Brewery. Cross-selling

opportunities between Thailand and overseas markets in beer and nonalcoholic

businesses could create meaningful revenue synergies for the

enlarged group. F&N should see some trading upside given the possibility of

a general offer by Thai Bev and its related parties. (Goh Han Peng)

Hi-P International: Battle of gadgets, Hi-P's a sure bet (BUY, S$0.92, TP: S$1.28)

Edison Chen (+65 6232 3892, [email protected])

Terence Wong, CFA (+65 6232 3896, [email protected])

The month of September promises to be a very exciting one for consumers. With major OEMs like

Apple, Motorola, Amazon, Nokia launching a new generation of signature products, the new battle

for mobile device market share has begun. Out of the three OEMs that have unveiled new

products, the market has voted with two winners and one loser emerging. The two winners,

Motorola and Amazon, are believed to be amongst Hi-P’s top three customers, along with Apple.

And let us not write off Hi-P’s former largest customer just yet. Research In Motion (RIM) could still

rebound from the launch of BlackBerry (BB) 10 in the first quarter of next year. As such, we

believe that Hi-P is poised for phenomenal growth starting from 2H2012 onwards.

Supplier of the winners. The launch of Nokia’s Lumia 820 and 920, two of the first Windows 8

phones, were plagued with problems such as unclear availability dates and a fake demo video.

Share price of Nokia plummeted by 13% post-announcement. The two winners include

Google/Motorola’s Droid series and Amazon’s new Kindle Fire HDs, with the post-launch share

price of Amazon surging by 3.1% to a record high level, and Motorola Solutions by 4%. Leaving

the functions aside, we opine that Amazon and Motorola’s new flagship products possess form

factors that are more appealing to the consumers. We believe that both Motorola and Amazon are

currently amongst Hi-P’s top 3 customers beside Apple. Together with Apple’s highly anticipated

unveiling of iPhone5, Hi-P is in a favourable position like no other.

Let’s not write RIM off. RIM’s BlackBerry 10 may yet be able to restore part of its market share.

Last Friday, Verizon Wireless has announced that it will carry RIM’s new BB10 smartphone when

launched early next year. The largest U.S. wireless carrier is apparently backing RIM’s bet on the

BB10 model with an all time favourite keyboard as well as a full touchscreen version. If BB10

takes off, Hi-P will be amongst the first to benefit.

The Fed’s ‘Talking Cure’

The Federal Reserve’s monetary policy makers are widely expected to adjust
the central bank’s monetary policy at the conclusion of their two-day
meeting later this week. But the most important part of this adjustment may
be simply a change in the way the Fed discusses its policies.

This may be surprising to many people. After all, Fed Chairman Ben Bernanke
described the “stagnation in the labor market” as a grave concern.
Shouldn’t the Fed’s response be more muscular than wordy?

Whatever happened to talking softly and carrying a big stick?

Traditionally, changes in Fed policy mostly came in the form of changes to
targeted interest rates or monetary aggregates. The Fed would announce that
it was raising or lowering, say, the overnight Fed Funds rate target. In
order to hit the target rate, the Fed would buy or sell short-term Treasury
bonds in so-called “open market operations.”

More recently, we’ve seen the Fed engage in unconventional monetary
operations that have collectively been known as “quantitative easing.”

These have involved the Fed purchasing assets such as mortgage-backed
securities and longer-term Treasurys, which have greatly expanded the
balance sheet of the central bank.

But the Fed has also long relied on something a bit more subtle. It seeks
to influence markets through the language of its announcements, attempting
to change market expectations about the direction and duration of interest
rates. This is why you see so many Fed-watchers closely scanning Fed
minutes, speeches by Fed officials and official statements for hints at
what might come next.

Recently, communications strategy has been seen as increasingly important.
At least a sizeable group of economists argue that what’s known as the
“signaling channel” may be the most important tool in the Fed’s monetary
policy arsenal.

To understand why how the Fed talks about its policies might be more
important than the particular operations it uses to implement them, it
helps to take a step back and look at why monetary policy is viewed as
effective in the first place.

Under most standard economic models, economic activity is largely dependent
on long-term interest rates. The market arrives at long-term interest rates
based on its view of relevant economic risks and expectations of average
future short-term rates. For example, the return on a six-month Treasury
bill should be around the same as the current return on a three-month bill
plus the expected return on a replacement three month bill purchased three
months from now.

This implies that one of the ways the Fed can influence economic activity
is by changing expectations about the path short-term rates are likely to
take. This sort of thinking is one of the reasons that the Fed began
communicating very clearly that rates were likely to remain low for an
extended period.

A recent paper by economists Jens H.E. Christensen and Glenn D. Rudebusch
of the Federal Reserve Bank of San Francisco demonstrated that quantitative
easing was more effective in the U.S. than the U.K. The key difference—the
Fed was more open about its plans.

The differences between the U.S. and U.K. reactions of the expectations and
term premium components of longer-term yields to central bank bond
purchases are notable—especially given the similar bond purchase amounts
and rationales in the two countries. The contrasting channels of influence
of the U.S. and U.K. unconventional policy can perhaps be traced to
differences in policy communication and financial market structure.
Specifically, with regard to communication, the Federal Reserve was clearly
more willing to provide monetary policy forward guidance near the zero
bound.

In Jackson Hole, Wyoming last month, Bernanke put the Fed’s communications
tools at the center of his speech. The speech was just over 4,500 words and
Bernanke’s talk about Fed communications ran from around the 1,900 word
mark to the 2,400 word mark. The signaling channel was, literally, central
to his speech.

In the communication portion of the speech, Bernanke noted that it may be
necessary for the Federal Reserve to begin to communicate that it will
abandon some of its usual rules about when to raise interest rates and
promise to keep rates lower for longer.

Some of the policy rules informing the forward guidance relate policy
interest rates to familiar determinants, such as inflation and the output
gap. But a number of considerations also argue for planning to keep rates
low for a longer time than implied by policy rules developed during more
normal periods. These considerations include the need to take out insurance
against the realization of downside risks, which are particularly difficult
to manage when rates are close to their effective lower bound; the
possibility that, because of various unusual headwinds slowing the
recovery, the economy needs more policy support than usual at this stage of
the cycle; and the need to compensate for limits to policy accommodation
resulting from the lower bound on rates.

In other words, Bernanke is saying that the Fed may have to promise to
behave differently than it has in the past—in order to convince markets
that rates will remain low even if the economy begins to recover.

Bernanke, at least, seems to believe that the Fed’s words are also sticks.
And when the economic situation becomes dire, the word-sticks need to get
bigger.

Given this emphasis on communications, it seems very likely that there will
be some dramatic changes to the Fed’s statement coming out of the next
meeting.
